Steny Hoyer

Steny Hamilton Hoyer is a Democratic U.S. Representative representing Maryland's 5th Congressional District, a seat he has held since winning a special election in 1981. Born in New York City and raised in Prince George's County, Maryland, he earned his Bachelor of Science degree from the University of Maryland, College Park, in 1963 and his Juris Doctorate from Georgetown University Law Center in 1966. His political career began shortly after law school when he was elected to the Maryland State Senate, serving from 1967 to 1978 and becoming the youngest President of the Senate in Maryland's history in 1975. In the U.S. House of Representatives, Hoyer established himself as a central figure in Democratic leadership, serving as House Majority Leader from 2007 to 2011 and again from 2019 to 2023. He also served as the House Democratic Whip for several terms. He is recognized as the longest-serving member of the House from Maryland. Over his decades in office, he has been a prominent member of the House Appropriations Committee, influencing federal spending on education, healthcare, and infrastructure. Among his key legislative accomplishments, Hoyer was the lead House sponsor of the landmark Americans with Disabilities Act (ADA) of 1990 and a primary architect of the Help America Vote Act of 2002. He has been a consistent advocate for federal employees, law enforcement funding, and the "Make It In America" legislative agenda, which focuses on strengthening domestic manufacturing. In early 2026, Hoyer announced his intention to retire from Congress at the conclusion of his current term.
