This service is available only to U.S. citizens, U.S. residents, and U.S. military and government personnel. E.U. residents are not permitted unless they are verified U.S. users. See our Terms of Use and Privacy Policy for details.
1. Eligibility
This service is available only to U.S. citizens, U.S. residents, and U.S. military and government personnel. By creating an account or using Civic Toolkit, you represent and warrant that you meet at least one of these eligibility criteria. E.U. residents are not permitted to use this service unless they are verified U.S. users.
2. Verified U.S. Users Abroad
U.S. users located outside the United States may access the app if they satisfy any of the following: they hold a U.S. phone number, they have a U.S. Apple ID, they have a U.S. Google Play account, they are a U.S. citizen, or they are a U.S. military member. Such verified U.S. users may access the service even when physically located in the European Union.
3. E.U. Access Restrictions
We block E.U. IP addresses unless the user is verified as a U.S. user. We also block E.U. Apple IDs, E.U. Google Play accounts, and E.U. billing addresses. These restrictions are in place to avoid GDPR-related obligations and to comply with U.S. export control requirements. Verified U.S. users — including those temporarily in the E.U. — are exempt from these blocks.
4. Export Controls and AI Compliance
Civic Toolkit confirms that the AI models used by this platform are not on the U.S. Bureau of Industry and Security (BIS) Entity List or any other U.S. government restricted-party list. This app does not make use of frontier AI models and does not provide access to restricted AI capabilities to foreign persons. The app does not export, transfer, or provide access to controlled AI model weights. All AI processing is conducted on U.S.-based infrastructure. Users may not attempt to extract, reverse-engineer, or export AI model weights or restricted AI capabilities from this platform.
5. U.S. Data Residency
All data — including user accounts, preferences, subscriptions, and AI processing — is stored, accessed, and operated on servers located and managed within the United States. We do not transfer data to non-U.S. servers. This is to avoid GDPR-related data transfer incidents and to maintain compliance with U.S. data protection standards.
6. Acceptable Use
You agree not to: use the service if you are not an eligible U.S. user; attempt to bypass E.U. or geographic access restrictions; attempt to extract, export, or redistribute AI model weights or restricted AI capabilities; use the service for any unlawful purpose; or interfere with the platform's security or operation.
7. AI-Generated Content
Civic Toolkit provides AI-generated legislative summaries, alignment analysis, and impact reports. All AI content is clearly labeled and should be verified against primary sources. AI analysis is nonpartisan and factual. The AI models used are not frontier models and are not on any BIS restricted list.
8. Subscriptions
Civic Toolkit offers a Premium subscription at $10/month or $100/year. Payments are processed by Base44 Payments on U.S.-based infrastructure. You may cancel at any time. E.U. billing addresses are not accepted.
9. Disclaimer
Civic Toolkit is a nonpartisan civic intelligence platform and is not affiliated with the U.S. government. AI-generated content is clearly labeled and should be verified against primary sources. Profile data may be illustrative pending editorial curation.
10. Changes to These Terms
We may update these Terms of Use from time to time. Continued use of the service after changes constitutes acceptance of the updated terms.
