Frank Lucas

Frank Dean Lucas is a fifth-generation Oklahoman who has served as the U.S. Representative for Oklahoma’s 3rd Congressional District since 2003, having previously represented the 6th District from 1994 to 2003. A member of the Republican Party, Lucas was first elected to Congress in a May 1994 special election following the resignation of Glenn English. Born and raised in Cheyenne, Oklahoma, he continues to operate a family farm and ranch. He earned a Bachelor of Science in Agricultural Economics from Oklahoma State University in 1982 before beginning his political career in the Oklahoma House of Representatives, where he served from 1988 until his transition to federal office. Throughout his tenure in Congress, Lucas has established himself as a prominent voice on agricultural and scientific policy. He served as the Chairman of the House Agriculture Committee from 2011 to 2015, during which he was a primary architect of the Agricultural Act of 2014 (the Farm Bill). More recently, he assumed the chairmanship of the House Committee on Science, Space, and Technology in 2023. His legislative work frequently focuses on the economic stability of rural communities, the oversight of financial markets through his seat on the Financial Services Committee, and the promotion of American energy independence. He is one of the longest-serving Republicans in the House, often noted for his methodical approach to policy and his advocacy for the interests of the American farmer.

As a farmer, he is a staunch advocate for federal crop insurance, farm subsidies, and deregulation within the agricultural sector. His immigration stance emphasizes strict border security; he has supported legislation requiring proof of citizenship for voter registration and has voted to impeach executive officials over border enforcement concerns. Regarding healthcare, he has generally opposed the Affordable Care Act and its associated subsidies but has been recognized for supporting medical research funding. In foreign policy, he has shown a mixed record, occasionally breaking with party leadership on issues such as the Patriot Act renewal to protect civil liberties, while supporting various national security measures and specific foreign aid packages.
