Michael McCaul

Michael Thomas McCaul Sr. is a Republican U.S. Representative for Texas's 10th congressional district, first elected in 2004 and assuming office in January 2005. A fourth-generation Texan born in Dallas, he earned a Bachelor of Arts in business and history from Trinity University in 1984 and a Juris Doctor from St. Mary’s University School of Law in 1987. Before entering Congress, McCaul served as a federal prosecutor and was the Chief of Counterterrorism and National Security for the U.S. Attorney's Office in the Western District of Texas. He also served as the Texas Deputy Attorney General under John Cornyn from 1999 to 2002. Throughout his congressional career, McCaul has held significant leadership positions, including Chairman of the House Committee on Homeland Security (2013–2019) and Chairman of the House Foreign Affairs Committee (beginning in 2023). His legislative focus has frequently centered on national security, cybersecurity, and global diplomacy. In late 2025, McCaul announced that he would not seek re-election in the 2026 cycle, concluding over twenty years of service in the House of Representatives.

McCaul's policy positions are characterized by a focus on national security and fiscal conservatism. In foreign policy, he is a strong advocate for American global leadership, supporting military aid to Ukraine and Israel and maintaining a hawkish stance toward China and Russia. On economic issues, he favors spending cuts to reduce inflation, permanent tax reductions for families and small businesses, and is critical of environmental, social, and governance (ESG) factors in financial investments. Regarding immigration, he prioritizes border security, advocating for the completion of a border wall and increased resources for enforcement.
