Richard Neal

Richard Edmund Neal is a Democratic politician who has represented Massachusetts in the U.S. House of Representatives since 1989. Born in Worcester and raised in Springfield, Neal earned a bachelor's degree in political science from American International College in 1972 and a Master of Public Administration from the University of Hartford in 1976. Before his election to Congress, he worked as a high school teacher and served on the Springfield City Council from 1978 to 1984, followed by a tenure as the Mayor of Springfield from 1984 to 1988. Neal was first elected to the U.S. House in 1988, representing the 2nd District before redistricting moved him to the 1st District in 2013. He has risen to become the dean of both the Massachusetts and New England congressional delegations. A prominent figure in economic policy, Neal served as the Chairman of the House Ways and Means Committee during the 116th and 117th Congresses, where he played a central role in drafting major legislation such as the CARES Act, the American Rescue Plan, and the SECURE 2.0 Act. Throughout his career, Neal has focused on retirement security, healthcare access, and international relations, particularly concerning Northern Ireland as the Democratic Leader of the Friends of Ireland Caucus. His legislative accomplishments include spearheading the Bipartisan Infrastructure Law and the Chips and Science Act.
