Harold Rogers

Harold 'Hal' Rogers is a Republican politician who has represented Kentucky's 5th congressional district in the U.S. House of Representatives since 1981. Born in Barrier, Kentucky, Rogers attended Western Kentucky University and the University of Kentucky, where he earned both his undergraduate and law degrees. Before entering federal politics, he served in the Kentucky and North Carolina Army National Guard and worked as the Commonwealth's Attorney for Pulaski and Rockcastle counties from 1969 to 1980. In 2022, Rogers became the Dean of the House of Representatives, a title held by the longest-serving member of the body. Throughout his tenure, he has held significant leadership roles, most notably serving as the Chairman of the House Appropriations Committee from 2011 to 2016. In this role, he was instrumental in reducing discretionary spending and increasing oversight of federal agencies. Rogers is also recognized for his efforts in establishing the Department of Homeland Security's first Appropriations Subcommittee and for his regional work in Eastern Kentucky, including the creation of Operation UNITE to combat the opioid epidemic and the PRIDE program for environmental cleanup.

Rogers identifies as a fiscal conservative who emphasizes local economic development through infrastructure and job creation. As Chairman of the House Appropriations Committee, he led efforts to implement historic cuts to discretionary spending and increase budget transparency. He is a strong advocate for the coal industry, supporting policies that expand domestic energy production while opposing environmental regulations he considers harmful to rural economies. On healthcare, Rogers has focused on expanding services for rural America, supporting telehealth and rural health outreach programs. In line with Republican party platforms, he has generally supported efforts to repeal or replace the Patient Protection and Affordable Care Act while seeking to lower premiums. Regarding immigration, Rogers advocates for strict enforcement of existing laws and increased border security. He is also a prominent advocate for drug prevention and treatment, often highlighting his work with Operation UNITE as a model for addressing the national opioid crisis.
