Robert Wittman

Robert Joseph Wittman is a Republican member of the U.S. House of Representatives, representing Virginia’s 1st Congressional District. He was first elected to Congress in a special election held on December 11, 2007, to fill the vacancy left by the death of Jo Ann Davis. Wittman's educational background includes a Bachelor of Science in Biology from Virginia Tech, a Master of Public Health in Health Policy and Administration from the University of North Carolina at Chapel Hill, and a Ph.D. in Public Policy and Administration from Virginia Commonwealth University. Prior to his federal service, he worked for 26 years in state government as an environmental health specialist and as field director for the Virginia Health Department’s Division of Shellfish Sanitation. Wittman’s career in public office began at the local level, where he served on the Montross Town Council from 1986 to 1996, including four years as mayor. He later served on the Westmoreland County Board of Supervisors, acting as chairman from 2003 to 2005, before being elected to the Virginia House of Delegates. In the U.S. House, he is a senior member of the Armed Services Committee, where he serves as vice chairman and leads the Tactical Air and Land Forces Subcommittee. He is also a member of the Committee on Natural Resources, focusing on environmental and maritime issues impacting the Chesapeake Bay region. Wittman has a long record of advocacy for military readiness and the domestic shipbuilding industry, serving as co-chair of the Congressional Shipbuilding Caucus. His legislative accomplishments include securing long-sought federal recognition for six Virginia Indian tribes and advancing rural broadband initiatives through legislation like the Serving Rural America Act. He is also recognized for his work on workforce development, particularly through the promotion of Career and Technical Education (CTE) and STEM programs designed to prepare students for the modern economy.

Wittman maintains a platform centered on fiscal responsibility, military strength, and environmental conservation. He supports pro-growth economic policies that include reducing regulatory burdens on small businesses and incentivizing domestic manufacturing. Regarding healthcare, he advocates for patient-centered reforms that emphasize competition and consumer choice while protecting individuals with pre-existing conditions. As a senior member of the Armed Services Committee, he consistently votes for increased defense spending and naval fleet expansion to ensure national security. His environmental policy focuses heavily on the protection and cleanup of the Chesapeake Bay, as well as the promotion of a diversified energy portfolio that includes nuclear, natural gas, and renewable sources. On immigration, Wittman supports enhanced border security measures, including physical barriers and increased resources for law enforcement, and advocates for the strict enforcement of existing immigration laws.
