Garland Barr

Garland Hale "Andy" Barr IV is a Republican politician representing Kentucky's 6th Congressional District in the U.S. House of Representatives. A native of Lexington, Kentucky, Barr graduated from the University of Virginia in 1996 with a Bachelor of Arts in Government and Philosophy and later earned his Juris Doctor from the University of Kentucky College of Law in 2001. He was first elected to Congress in November 2012 and assumed office on January 3, 2013. Before his election to the House, Barr's professional career included serving as a legislative assistant to U.S. Representative Jim Talent and working as an attorney in private practice. He also served as deputy general counsel to Kentucky Governor Ernie Fletcher and taught constitutional law as an instructor at Morehead State University. In Congress, he has held significant roles on the House Committee on Financial Services, where he has chaired the Subcommittee on Financial Institutions and Monetary Policy, and the House Committee on Foreign Affairs. One of Barr's primary legislative accomplishments is the enactment of the Cardiovascular Advances in Research and Opportunities Legacy (CAROL) Act, which was signed into law to provide funding for research into valvular heart disease. He has also been a vocal advocate for Kentucky's signature industries, such as thoroughbred horse racing and bourbon production, while emphasizing accessibility through regular constituent outreach and veterans' coalitions.

Andy Barr maintains positions rooted in fiscal conservatism, deregulation, and national security. On economic issues, he advocates for reducing federal spending, implementing tax cuts, and rolling back regulations to encourage private sector growth. He is a strong supporter of Kentucky's energy industry, particularly coal, and supports policies aimed at achieving American energy dominance. In healthcare, he has consistently supported the repeal of the Affordable Care Act in favor of market-based reforms and is a staunch opponent of taxpayer-funded abortion. Regarding immigration, Barr supports the construction of a physical border wall, increasing the number of Border Patrol and ICE agents, and reinstating the "Remain in Mexico" policy to curb illegal crossings. His foreign policy focus includes countering the strategic and economic influence of the Chinese Communist Party and preventing Iran from obtaining nuclear capabilities. He also emphasizes support for the U.S. military and has advocated for legislation such as "No Budget, No Pay," which would withhold congressional salaries if a budget is not passed.
