Carol Miller

Carol Miller is a Republican politician who has represented West Virginia in the U.S. House of Representatives since 2019. She was first elected in 2018 to represent the state's 3rd Congressional District and transitioned to the 1st District following redistricting in 2023. Born in Columbus, Ohio, Miller is the daughter of former U.S. Representative Samuel L. Devine. She graduated from Columbia College in South Carolina in 1972 with a degree in history and political science. Prior to her career in Congress, Miller served in the West Virginia House of Delegates from 2006 to 2018. During her time in the state legislature, she rose to several leadership positions, including serving as the first female Majority Whip in the history of the West Virginia House. In her private life, Miller is a small business owner who manages real estate and operates Swann Ridge Bison Farm in Huntington, West Virginia. In the U.S. House, Miller serves on the Committee on Ways and Means. Her work in Congress has focused on advocating for West Virginia's energy industries, particularly coal and natural gas, and supporting economic development in rural areas. She has also been active in addressing healthcare accessibility issues in the Appalachian region and responding to the impacts of the opioid epidemic.
