Kevin Mullin

Kevin Mullin is a Democratic politician representing California’s 15th Congressional District, having first been elected to the U.S. House of Representatives in 2022. A native of Daly City, California, Mullin graduated from the University of San Francisco with a bachelor's degree in communications and later obtained a Master of Public Administration from San Francisco State University. Prior to his career in elected office, he founded a multimedia production company, KM2 Communications, and served as a district director for former Congresswoman Jackie Speier during her time in the California State Senate. Mullin’s public service began with his election to the South San Francisco City Council in 2007, where he served until 2012 and held the position of mayor in 2011. He then served five terms in the California State Assembly from 2012 to 2022, eventually becoming the Speaker pro tempore. In the Assembly, he focused on election reform, authoring legislation such as the California DISCLOSE Act, which required clearer disclosure of political advertisement funding, and bills expanding vote-by-mail and automatic voter registration. Since joining Congress in 2023, Mullin has worked on issues including climate resilience, housing affordability, and the protection of democratic institutions. He serves on the House Committee on Natural Resources and the Committee on Science, Space, and Technology. His legislative efforts in Washington include the introduction of the Weatherization Resilience and Adaptation Program (WRAP) Act and the Poverty Line Act, reflecting his focus on environmental protection and social equity.

Kevin Mullin’s policy priorities include electoral reform, climate change mitigation, and economic affordability. He advocates for strengthening democratic institutions by expanding voting access through mail-in ballots and supporting efforts to increase transparency in campaign financing.
