James (Jim) Moylan

James Camacho Moylan is the Republican Delegate representing Guam's at-large district in the U.S. House of Representatives. Born in Tumon, Guam, he earned a Bachelor of Science in criminal justice from the University of Guam. Before entering politics, he served as a commissioned officer in the United States Army and as a parole officer for the Guam Department of Corrections. He also spent over 20 years in the private sector, working primarily in the insurance and financial services industries. Moylan was first elected to the Guam Legislature in 2018, where he served two terms and held the role of Minority Leader. In 2022, he was elected to Congress, becoming the first Republican delegate from Guam in nearly 30 years. In the House, he serves on the Committee on Armed Services, the Committee on Foreign Affairs, and the Committee on Education and the Workforce, where he focuses on regional security, veteran affairs, and economic development for the island.

Moylan advocates for Guam's inclusion in federal programs such as Supplemental Security Income (SSI) and seeks to eliminate Medicaid funding limitations for U.S. territories. In defense and foreign policy, he emphasizes Guam's strategic importance in the Indo-Pacific, supporting military buildup and maritime security. On the economy, he has pushed for H-2B visa waivers to address labor shortages in Guam's construction sector and supports federal investment in local infrastructure. Regarding immigration, he has co-sponsored bipartisan legislation like the DIGNITY Act, which proposes border security enhancements alongside pathways for undocumented individuals, and the Doctors in Our Borders Act to address physician shortages through visa waiver expansions.
