Morgan McGarvey

Morgan McGarvey is an American attorney and politician who serves as the U.S. Representative for Kentucky's 3rd Congressional District. A lifelong resident of Louisville, McGarvey earned a bachelor's degree in journalism from the University of Missouri and a Juris Doctor from the University of Kentucky College of Law. Before entering public office, he worked as a special assistant to the Kentucky Attorney General and practiced law at a firm founded by his grandfather. His political career began in the Kentucky State Senate, where he represented the 19th district from 2012 to 2023 and served as the Minority Floor Leader for the Democratic caucus during his final four years in the chamber. McGarvey was first elected to the U.S. House of Representatives in 2022, succeeding retiring Representative John Yarmuth. As the only Democrat in Kentucky's congressional delegation, he serves on the House Committees on the Budget, Small Business, and Veterans' Affairs. In his first term, he gained distinction as the first freshman Democrat to pass a bill out of the House, which focused on protecting educational benefits for veterans. He is also a co-chair of the Bourbon Caucus and the Ohio River Basin Caucus. Throughout his legislative career, McGarvey has focused on issues such as public education, organized labor, and reproductive rights. In the Kentucky Senate, he successfully passed 18 bills into law, including the state’s first insurance mandate for low-birthweight baby nutrients and legislation to protect victims of human trafficking. In Congress, he continues to advocate for Kentucky’s working families while maintaining his commitment to bipartisan cooperation on infrastructure and veterans' issues.

McGarvey maintains a progressive policy platform centered on healthcare and economic equity. He supports 'Medicare for All' and advocates for allowing Medicare to negotiate drug prices, as well as expanding coverage to include dental, vision, and hearing. His economic agenda includes raising the federal minimum wage to $15 per hour and indexing it to inflation, implementing at least four weeks of paid family leave, and making the Child Tax Credit permanent to combat generational poverty. A strong supporter of organized labor, he advocates for the right to collective bargaining and equal pay for equal work. On environmental issues, McGarvey views climate change as an 'existential threat' and supports federal incentives for renewable energy and the expansion of clean energy jobs. Regarding immigration, he favors comprehensive reform that includes a pathway to citizenship and has expressed strong opposition to increased funding for ICE without significant humanitarian reforms. In foreign policy, he has supported aid for Ukraine and Israel while calling for a bilateral ceasefire in the Gaza conflict, the release of all hostages, and a long-term two-state solution. Additionally, he is a vocal advocate for reproductive rights and has introduced legislation like the Justice for Breonna Taylor Act to reform policing practices.
