Morgan Luttrell

Morgan Luttrell is a Republican politician, businessman, and retired U.S. Navy SEAL representing Texas's 8th Congressional District. Born in Houston and raised on a horse ranch, Luttrell earned a Bachelor of Science in Psychology from Sam Houston State University in 2000 and later a Master of Science in Applied Cognition and Neuroscience from the University of Texas at Dallas in 2016. He served in the Navy for 14 years, notably as a member of SEAL Team 7. In 2009, he survived a helicopter crash that resulted in a broken back and a traumatic brain injury (TBI); after intensive rehabilitation, he returned to the frontlines before retiring in 2014 as a Lieutenant. Following his military service, Luttrell focused on veteran health advocacy and business, serving as CEO of the veteran non-profit Boot Campaign and founding Trexxler Energy Solutions. He also served as a Senior Advisor at the U.S. Department of Energy under Secretary Rick Perry, where he led the creation of the Artificial Intelligence and Technologies Office. Luttrell was first elected to the U.S. House of Representatives in November 2022, succeeding retiring Representative Kevin Brady, and took office in January 2023. In September 2025, he announced that he would not seek re-election in 2026, opting to retire at the end of his second term. During his tenure, Luttrell has served on the House Armed Services Committee, the Committee on Homeland Security, and the Committee on Veterans' Affairs. He has chaired the Subcommittee on Disability Assistance and Memorial Affairs, focusing on legislative efforts to improve support systems for disabled veterans and their families.

Luttrell’s policy platform is centered on national security, border enforcement, and veteran services. He is a strong advocate for border security, supporting the construction of a border wall and increased technological surveillance to curb illegal immigration. He has introduced legislation such as the Justice for Victims of Illegal Alien Murder Act to impose federal penalties on undocumented immigrants convicted of murder. On veterans' issues, he prioritizes brain health research and expanding access to care for PTSD and TBI, drawing from his personal experience as a crash survivor. In terms of the economy, he advocates for fiscal responsibility, reducing federal spending through regular appropriations processes, and supporting pro-growth tax policies. His foreign policy positions emphasize 'peace through strength,' focusing on military modernization—including hypersonics and the nuclear triad—while occasionally aligning with non-interventionist trends, such as his opposition to certain Ukraine funding packages in favor of diplomatic de-escalation.
