Kimberlyn King-Hinds

Kimberlyn Kay King-Hinds is the U.S. Representative (Delegate) for the Northern Mariana Islands’ at-large congressional district. A member of the Republican Party, she was first elected to Congress in November 2024 and assumed office on January 3, 2025. She is the first woman and the second person to represent the Commonwealth of the Northern Mariana Islands (CNMI) as a delegate to the U.S. House of Representatives. Born and raised on the island of Tinian, she earned a Bachelor of Arts in Political Science from Loyola Marymount University, followed by a Master of Human Resource Management and a Juris Doctor with a Native Hawaiian Law Certificate from the University of Hawaiʻi at Mānoa. Prior to her election to Congress, King-Hinds practiced law for over a decade, specializing in family law, probate, and civil litigation. Her career in public service includes roles as Legal Counsel for the Tinian Mayor's Office and In-House Counsel for the NMI Settlement Fund. She held several leadership positions in the CNMI, serving as the Chair of the Commonwealth Ports Authority, where she led negotiations for the Divert lease agreement with the U.S. Department of Defense, and as Chair of the Northern Marianas College Board of Regents. She also served on the Commonwealth Public Utilities Commission. In the 119th Congress, King-Hinds serves on the House Committees on Transportation and Infrastructure, Veterans' Affairs, and Small Business. Her legislative work focuses on addressing the unique geographic and economic challenges of the Pacific territories, including initiatives to improve healthcare access for veterans, secure federal infrastructure funding, and promote economic growth through small business support. She has also advocated for community empowerment and youth development throughout her career in the private and public sectors.

Representative King-Hinds focuses on economic revitalization, healthcare access, and regional infrastructure for the Northern Mariana Islands. She advocates for expanding U.S. Small Business Administration resources to local entrepreneurs and has urged the U.S. Department of Energy to address rising fuel costs in the Pacific territories. In healthcare, she has introduced the TRAVEL Act of 2025 to improve access to specialized medical services for veterans in U.S. territories and supports establishing a permanent veterans' healthcare facility in the CNMI. On infrastructure, she supports the inclusion of the CNMI in the U.S. Department of Transportation's Essential Air Service program to lower travel costs and improve connectivity. Additionally, she has called for a cautious, legally grounded approach to federal offshore mineral exploration, citing the need for scientific certainty and environmental protection.
