Troy Downing

Troy Downing is a Republican politician and businessman serving as the U.S. Representative for Montana's 2nd Congressional District. Raised in Indio, California, Downing attended New York University, where he studied applied mathematics and computer science and later served as a research scientist and educator at the Courant Institute of Mathematical Sciences. In the mid-1990s, he transitioned into the technology sector, founding the internet-based calendar system WebCal, which merged with Yahoo! Inc. in 1998. Following this, he pursued various entrepreneurial ventures in real estate and insurance, founding companies such as AC Self Storage Solutions and SAGE Insurance Servicing. Driven by the events of September 11, 2001, Downing enlisted in the U.S. Air Force and the Air National Guard. He served for eight years as a flight engineer in a Combat Search and Rescue (CSAR) squadron, completing two tours of duty in Afghanistan. During his military service, he was involved in numerous missions to rescue wounded soldiers on the battlefield. Upon returning to the private sector, he remained active in veterans' advocacy and continued his business career, including co-owning Wildrye Distilling in Bozeman, Montana. Downing's political career began with a run for the U.S. Senate in 2018. In 2020, he was elected as the Montana State Auditor (Commissioner of Securities and Insurance), where he focused on consumer protection and oversight of the state's insurance and securities industries. In November 2024, he was elected to the U.S. House of Representatives to succeed Matt Rosendale, assuming office on January 3, 2025. In Congress, he serves on the House Financial Services and Natural Resources committees.

Downing's policy platform emphasizes fiscal conservatism, energy independence, and border security. He advocates for making the Tax Cuts and Jobs Act permanent, repealing the federal estate tax (the "death tax"), and reducing government spending to combat inflation. On energy, he supports an "all-of-the-above" approach with a strong focus on protecting Montana's fossil fuel industries, specifically coal, oil, and gas, while opposing federal regulations that limit domestic production. Regarding immigration, he favors stricter border security measures, including the construction of physical barriers, the restructuring of asylum rules to stop seekers at the border if processing capacity is exceeded, and expanded detention requirements for undocumented immigrants who commit crimes. On social issues, he has expressed support for a federal ban on abortion, citing a fundamental right to life. His healthcare priorities include protecting Medicare and Social Security for seniors and improving funding and workforce recruitment for rural healthcare facilities. Additionally, he is a vocal advocate for maintaining public land access and managing natural resources under the principles of multiple use and sustained yield.
