Riley Moore

Riley McGowan Moore is a Republican politician representing West Virginia's 2nd Congressional District in the U.S. House of Representatives, a seat he assumed in January 2025. He is part of a prominent West Virginia political family, being the grandson of former Governor Arch Moore Jr. and the nephew of U.S. Senator Shelley Moore Capito. Moore earned a bachelor’s degree in government and international politics from George Mason University and a master’s degree in strategic security studies from the National Defense University. His early professional career included working as a welder and serving as a national security staffer for the U.S. House Committee on Foreign Affairs. Before his election to Congress, Moore served in the West Virginia House of Delegates from 2017 to 2019 and was elected as West Virginia’s 25th State Treasurer in 2020. During his time as Treasurer, he became known for his opposition to Environmental, Social, and Governance (ESG) investment strategies, leading a coalition of states to divest from financial firms he identified as boycotting the fossil fuel industry. In Congress, he serves on the House Appropriations Committee and has sponsored legislation aimed at protecting stay-at-home parents and promoting vocational training through programs like the Jumpstart Savings Plan.

Moore advocates for a conservative platform focused on economic growth and the protection of West Virginia's energy sector. He is a strong supporter of the coal and natural gas industries and a vocal critic of federal environmental regulations and ESG investment criteria. Moore is a fiscal conservative who supports reduced government spending and opposes central bank digital currencies. On social issues, he identifies as 100% pro-life and is a firm supporter of the Second Amendment. Additionally, he supports increased border security, the completion of the U.S.-Mexico border wall, and expanded school choice initiatives.
